The government of Uganda has made progress in legislative, programmatic and process reforms aimed at fulfilling the
Constitutional provisions that actualize the Convention on Elimination of all forms of Discrimination Against Women (CEDAW).
Legislative reforms include the passage of the HIV/AIDS Prevention and Control Act albeit with provisions that are discriminatory; and amendment of the Penal Code Act which created the offence of aggravated defilement in circumstances where the offender is infected with HIV. The law also provides for compensation of the victims of defilement.
