Executive Summary

Social service provision in the Greater Northern Uganda is low compared to other parts of the country and needs to be scaled up both in terms of quantity and quality.

Social services were disrupted in Northern Uganda particularly in Acholi sub–region during the over 15 years of insurgency in the region, in Karamoja due to the continuous insecurity marred with cattle theft and rustling.
