About UWONET

Uganda Women’s Network (UWONET) is a women’s rights organization that exists to coordinate collective action among women’s rights and gender equality stakeholders for the attainment of gender equality and equity in Uganda. Established in 1993, UWONET comprises 23 national women’s organizations and 13 individual members. UWONET envisions a Ugandan society free from gender discrimination, and works to transform unequal gender relations through collective visioning and action.

About the SAY Plus+ Programme

UWONET, in partnership with UNFPA, is implementing a five-year project under the Government of Uganda (GoU)/UNFPA 10th Country Programme — the SAY Plus+ Strengthening Adolescents and Youth Rights and Empowerment Programme (Scaling Impact in Uganda’s Underserved Regions) – SRHR Partnership Programme.

The SAY Plus+ Programme is funded by the Embassy of Sweden for interventions in Karamoja and Bukedi, the Embassy of the Kingdom of the Netherlands for Busoga, and the Austrian Development Cooperation for Karamoja and Northern Uganda.

Impact focus area

Advancing the rights, health, and opportunities of adolescents and young people in underserved regions of Uganda, with particular emphasis on girls, refugees, out-of-school youth and youth not in education, employment or training (NEET), persons with disabilities and other minorities — by promoting equitable access to education, health, protection, and livelihood opportunities.

The programme seeks to operationalize a national SRHR partnership framework to enhance coordination among development partners and government counterparts, expanding access to comprehensive Sexual and Reproductive Health and Rights (SRHR) services and preventing sexual and gender-based violence (GBV).

Under SAY Plus+, UWONET contributes to the following expected programme outputs:

  • Output 2: Strengthened multisectoral systems and community mechanisms for the prevention of and response to GBV and other harmful practices.
  • Output 3: Empowered adolescents, youth, women and persons with disabilities fully exercise their rights, actively participate in decision-making and lead the transformation toward inclusive national development.

Job Summary

The Project Officers will be responsible for coordinating and implementing project activities at the district level in the allocated districts, building partnerships with local governments and community stakeholders, supporting advocacy and accountability initiatives, and ensuring timely monitoring, reporting and documentation of project results to achieve programme objectives.

Duty Stations

Project Officers will be based in the following districts, with one (1) vacancy per district:

  • Kibuku District
  • Butebo District
  • Namayingo District
  • Buyende District
  • Namutumba District
  • Mayuge District
  • Omoro District
  • Moroto District
  • Kaabong District
  • Karenga District

Reporting Line

The Project Officers will report directly to the Project Coordinator.

Key Roles and Responsibilities

  • Lead implementation of district-level project activities in line with approved work plans, including community-based adolescent and youth empowerment, SRHR and GBV prevention and response, and economic empowerment; community mobilization and mindset change for adolescent and youth safeguarding and empowerment; strengthening GBV prevention and referral systems through coordination with service providers and community structures; and facilitating positive masculinity and social norms change initiatives targeting men, boys and community champions.
  • Coordinate project implementation with District Local Governments, including Community Development, Health, Education, Police, Justice and other relevant departments.
  • Strengthen collaboration with district Civil Society Organizations, including women’s and youth organizations, cultural and religious leaders, Village Health Teams and other community structures.
  • Represent UWONET and UNFPA in relevant district coordination and technical working group meetings.
  • Collect, verify and submit timely activity reports and beneficiary data to the Project Coordinator and MEL team.
  • Identify emerging issues, risks and implementation challenges affecting project delivery.
  • Document lessons learned, promising practices and stories of change.
  • Identify district-level advocacy issues affecting women, girls, adolescents and youth.
  • Strengthen referral pathways between communities and service providers to ensure survivors and young people can access appropriate services.
  • Promote accountability by engaging district leaders and community stakeholders on emerging gender and protection issues.

Required Competencies

a) Technical Competencies

  • Knowledge of gender equality, gender-transformative programming, adolescent and youth programming, GBV prevention and response, Sexual and Reproductive Health and Rights (SRHR), social norms change, community male engagement approaches, and youth economic empowerment.
  • Understanding of community mobilization and behaviour change approaches.
  • Experience working with local government systems and community structures.
  • Strong monitoring, data collection and reporting skills.
  • Ability to document lessons learned, stories of change and advocacy evidence.
  • Familiarity with safeguarding, survivor-centred approaches and referral mechanisms is an added advantage.

b) Core Competencies

  • Excellent coordination and stakeholder engagement skills.
  • Strong interpersonal and communication skills, including facilitation of community dialogues.
  • Ability to build trust with diverse community groups, including adolescents, youth, women, men and persons with disabilities.
  • Strong analytical and problem-solving skills, with the ability to identify emerging issues and propose practical solutions.
  • Good organizational skills with the ability to manage multiple activities and meet deadlines.
  • High level of integrity, accountability and professionalism.
  • Willingness to travel extensively within the assigned district and work with communities in hard-to-reach areas.

c) Preferred Qualifications

  • Bachelor’s degree in Social Work and Social Administration, Community Development, Gender Studies, Development Studies, Public Health, Law, Social Sciences or a related field.
  • At least 2–5 years of experience implementing community-based development, gender, GBV prevention and response, adolescent, youth, SRHR, male engagement, social norms change and youth economic programmes.
  • Experience working with civil society organizations and district local governments, and implementing community-based behavioural change initiatives.
  • Ability to communicate in the dominant local language of the assigned district.
