About the Project
UWONET, with support from ADA and in collaboration with the District Local Governments of Amuru, Agago, Lamwo and Nwoya, is implementing a project to sustainably strengthen equitable access to justice and water services for vulnerable and marginalised women and girls in Northern Uganda. The project responds to persistent barriers in both the justice and water sectors, including gender discrimination across formal and informal justice systems, limited gender responsiveness in justice service delivery, constrained participation of women in water governance, and unequal access to safe and clean water.
The project is implemented through district-based partnerships with the Forum for Kalongo Parish Women’s Association (FOKAPAWA) in Agago, the Organization for the Development of Women in Lamwo (ODOWOL) in Lamwo, Invisible Hope Uganda in Nwoya, and Women and Children First Organisation (WACFO) in Amuru. National-level activities are co-implemented with the Uganda Water and Sanitation NGO Network (UWASNET) and the Legal Aid Service Providers Network (LASPNET).
The project targets 82,526 beneficiaries — 3,170 direct and 79,356 indirect — across 12 sub-counties in the four districts and at national level, and pursues three outcomes:
- Outcome 1: Strengthened gender-responsive administration of justice among Access to Justice Sub-Programme actors at national and district level.
- Outcome 2: Strengthened capacity of informal justice actors (customary and religious) on women’s rights and gender-responsive delivery of justice.
- Outcome 3: Enhanced advocacy and women’s participation in water governance for equitable access and sustainable use of safe and clean water.
Purpose of the Evaluation
The evaluation will provide an independent, evidence-based assessment of the project’s overall performance and results against its outcomes, outputs and indicators of achievement. It will assess relevance, effectiveness, efficiency, impact and sustainability, and provide a well-founded account of the quality of project design and implementation, results achieved, lessons learned and priorities for future programming.
The evaluation will be conducted in accordance with the quality standards for development evaluation of the Austrian Development Cooperation and the OECD Development Assistance Committee (OECD/DAC).
Specific objectives
- Assess the relevance, effectiveness and efficiency of the project in achieving its intended objectives, outputs, outcomes and targets.
- Identify the key facilitating and hindering factors that influenced achievement or non-achievement of intended results.
- Assess the quality of project implementation, including partnership arrangements, coordination, monitoring arrangements and adherence to planned strategies and timelines.
- Assess the sustainability of project results and identify practical lessons and recommendations for future programming.
- Determine the project’s contribution to higher-level changes in equitable access to justice and water services for vulnerable and marginalised women and girls.
Scope and Approach
The evaluation covers the full implementation period (1 April 2024 – 30 September 2026) across the four project districts and national-level activities. Field data collection must cover at least 60% of project geographic locations.
The evaluator is expected to propose a rigorous, feasible and participatory mixed-methods design, including a desk review of project documentation, transparent sampling, and triangulation of quantitative and qualitative evidence. A Human Rights-Based Approach (HRBA), gender-responsive methods, the “Do No Harm” principle, informed consent and secure data handling must be applied throughout.
Required deliverables
- Draft and final inception report, in English.
- Presentation to UWONET of preliminary findings.
- Draft and final evaluation report, in English.
- Completed ADA Results Assessment Form (RAF), submitted with the draft report and finalised alongside the final report.
Requirements for the Evaluator(s)
The assignment may be undertaken by an individual evaluator or a team/firm. Proposed evaluator(s) should collectively demonstrate:
- A relevant postgraduate qualification, preferably at Master’s level, in human rights, law, gender studies, social sciences, development studies, economics, governance and democracy, or a related field.
- For the lead evaluator, a postgraduate qualification in Monitoring and Evaluation, or equivalent demonstrated professional competence in evaluation.
- At least 10 years of relevant monitoring and evaluation experience for the lead evaluator, with evidence of having conducted at least five comparable evaluations.
- Demonstrated understanding of the civil society/NGO environment and strong familiarity with gender justice, human rights and legal aid, plus knowledge of water/WASH programming.
- Strong expertise in Human Rights-Based Approaches, gender-responsive evaluation and the “Do No Harm” principle.
- In-depth knowledge of Uganda’s socio-cultural, economic and political context; familiarity with Northern Uganda is an added advantage.
Teams must be balanced and diverse in terms of gender, age and professional discipline. English is the working language; knowledge of Luo among some team members is desirable given that the project is predominantly implemented in the Acholi sub-region. Evaluator(s) must be independent and must not have participated in the design or implementation of the project being evaluated.
How to Submit
Eligible evaluators should submit a single application package containing both a technical and a financial offer.
Technical offer
- Expression of Interest (EOI).
- Demonstrated understanding of the assignment and project context.
- Proposed evaluation design and methodology, including stakeholder and beneficiary participation and relevant gender, ethical, health and safety considerations.
- Detailed workplan, including division of tasks and estimated level of effort per expert.
- Contacts for three organisations that have recently contracted the evaluator or firm for comparable assignments.
- CVs of all proposed team members, indicating level of effort and availability.
Note: the technical and financial offer shall not exceed 15 pages, and each CV shall not exceed 5 pages.
Financial offer
- Professional fees for each evaluator or team member, based on estimated working days.
- Travel and field-related expenses.
- Any other assignment-related expenses, clearly itemised.
Administrative requirements
- Individual evaluators: a detailed CV demonstrating relevant education and comparable experience, together with clear references including names, telephone contacts and email addresses.
- Firms, companies and organisations: registration documents in Uganda; a valid trading licence or NGO permit, as applicable; Memorandum and Articles of Association or Constitution; and CVs of all proposed personnel.
